No ID photo needed: a phone selfie or any ordinary photo works. It centers on your face, crops to the required size and changes the background.

When taking it: stand in front of a plain light wall with even light and no shadows; hold the phone at eye level about an arm’s length away and include your shoulders; face the camera with ears and eyebrows visible, no hat. JPG, PNG, WebP or iPhone HEIC.

Can I just rename it?

If the file really is a JPEG, renaming .jpeg to .jpg works. But phones often hide extensions, and the file may actually be HEIC or PNG, in which case renaming doesn’t help. Creating it here gives the right format and extension together.
