Why a small signature needs a minimum size

A 140×60 image of dark lines on white paper often compresses to only 3–6 KB, and forms that ask for 10–20 KB reject it as too small. Enlarging the image would break the pixel rule, so the quality is raised first and then invisible padding data brings the file up to 10 KB. The picture and pixels stay exactly the same.
